Cultural and Linguistic Competence for CILs, Part 1: A Framework for CILs: September 7, 2011

Successful CILs pay careful attention to diversity and persistent disparities among people with disabilities in their community. They plan for and incorporate cultural and linguistic competence into everything that they do from governance to program design to service delivery to systems change to evaluation. That means the board of directors, staff, and volunteers must all be in tune with cultural and linguistic competence. And they must be clear about their values in CIL structures, policies, procedures, and practices. Upon completion of the training series, participants will be able to: --Identify the multiple dimensions of culture within the contexts of individuals with disabilities and systems that provide them with services and supports, including CILs. --Describe the definitions and conceptual frameworks for cultural competence and linguistic competence. --List the characteristics of culturally and linguistically competent organizations and their implications for CILs. --Apply organizational change frameworks to plan for and implement cultural and linguistic competence within CILs. --Develop leadership strategies to advance and sustain cultural and linguistic competence in CILs.
